Railways Rate Crisis Dominates Senate Hearings
The Senate Committee on Interstate Commerce nears a major milestone as hearings intensify over government power to fix railway rates. Presidents Roosevelt and Taft clamp attention on rate legislation while officials argue over a limited authority for tribunals to set maximum rates in litigated cases. Critics say the ICC has failed to enforce existing laws, urging restraint on broad federal rate fixing.

Inter State Commerce Commission Decides Rate Cases
The Inter state Commerce Commission issued several opinions on important rate cases. It held that railroads may apply through charges for through shipments but cannot refuse local transport to a through destination at a lower local rate. In the Gallogly and Firestone dispute, the commission found the practice of supplying competitors with cars unlawful, though damages remained unresolved due to insufficient evidence.

Railroad Rates Foes Challenge ICC Power in Hearing
President Joseph Ramsey Jr of the Wabash warned that giving the Interstate Commerce Commission power to fix rates could imperil trillions in vested railroad assets and millions of workers. Executives from Tennessee Coal and Iron, Colorado Fuel and Iron, U S Steel, Fairmont Coal, and Pittsburg Coal testified as Chairman Elkins and Senator Dolliver pressed for rate uniformity. Ramsey argued no single body should set nationwide rates, citing the vast traffic and diverse regional interests.

Cassini Transfer to Madrid Prompts Bar on Rosen Move
The Russian government announced Count Cassini will leave Washington for Madrid and Baron Rosen will replace him as ambassador. The changes spark discussion on whether peace negotiations may begin in Washington, given Rosen’s Tokyo expertise and Washington’s key role in any settlement. Cassini’s tenure in Washington has drawn praise despite occasional tensions over open door policy and China policy. His departure creates a shift in diplomatic focus amid the war with Japan and potential peace talks.
