House Halts Army Measure Defeats Volunteer Plan
Senate amendments to the army bill were rejected by the House and the measure sent back to conference. The nitrate plant amendment, offered by Hay, was substituted for the Senate version after a heated battle led by Lenroot. The Hay plan would be government operated, with the president choosing a site and selling by products, funded by Panama Canal bonds. Democratic leaders remained optimistic about a nitrate settlement, though objections to government byproducts sales linger.
