Royal Benefit Society faces licensing battle in DC

Henry B. Davis, counsel for the Royal Benefit Society, asks District officials to reexamine licensing for fraternal organizations amid a clash with Superintendent Thomas H. Drake. Davis aims to show Drake lacks power to condemn the society and seeks clarity from Corporation Counsel Duvall. The society may avoid pressing charges, focusing instead on proving its right to operate under DC code and its lodge system and rituals.
