Power of the Trial Board Opinion Denies Civil Court Right

The opinion holds that officers cannot be tried for off duty offenses by the trial board unless a civil court convicts them. It cites a New York case where only after jury trial can such a charge be acted on. The ruling is described as revolutionary and unused, challenging department jurisdiction.
