Army and Navy Nominations Blocked by Wilson Pact

Senate confirmed most army and navy nominations swiftly after adjournment except Maj. Beecher B. Ray to lieutenant colonel in the quartermaster corps. Wilson refused to sign commissions for roughly 100 officers due to wording attributing nomination to the present president. Commissions are being amended and returned to the White House for signing.
