The Porto Ricans urge President Roosevelt to appoint a native Porto Rican as secretary of Porto Rico to succeed Regis Henri Foster, arguing it would prove self government. The house of delegates, led by Jose de Diego, sent the message, while Larrinaga reports to the President and sails to Porto Rico to press the agenda. The Foraker act requires five native members on the executive council, a threshold viewed as inadequately met for seven years.
