District Death Rate Debate Cites Census Discrepancies
Health officer Dr Woodward critiques the Census Office report showing district mortality higher than other states. He argues mortality statistics are an index, not conclusive, and must be analyzed by disease type, population group, and locality to guide preventive action. The district’s 1918 death rate 19.20 per 1,000, with whites down but colored deaths rising, and notable increases in street rail accidents and diphtheria cases.

Sent Home By Charities Illustrates Aid Efforts
A young man, once in the army and later in an insane asylum, was sent home to St Louis after a month of help from Associated Charities and others to make him self-supporting. Mental limits hindered work, but officials feared pressure from unemployment and poverty could push him back into the asylum. Secretary Charles F. Weller reports on the charity’s methods and the finance committee seeking funds to sustain this work. Contributions listed include individuals and groups such as Mrs John W Stewart, Rev C Ernest Smith, Musicians' Protective Union Local 161, and the Evening Star, among others, aiding food fuel and clothing for distressed families and indigent consumptives.
