Break With Vienna Delayed By Note In Submarine Standoff

The note from Austria defends Germany's unrestricted warfare while remaining courteously phrased. It delays a final stance, leaves doors for talks, and stresses Austrian morale support for Germany without severing U S negotiations. It also flags armed merchant ships as pirates and rebuffs U S demands for safety rules for neutrals and noncombatants aboard enemy vessels. Officials see Austria's position as a delicate balance to avoid alienating the United States.
