Conditions of Crops February 1905 Weather Summary
The Weather bureau reports February 1905 was colder east of the Rockies with higher than average precipitation in the South Atlantic and Gulf. Snow cover persisted over much of the winter wheat belt but largely disappeared after the 20th, exposing Southern and Western areas. California was unusually warm with rains in the south. heavy precipitation hit New Mexico, Arizona, and parts of Colorado and Utah. Winter wheat generally fair to good in Iowa, Nebraska, and Kansas, with concerns in Illinois, Indiana, and Ohio as snow melts. Pacific Coast wheat is favorable except Washington saw severe freezing. Extremely cold conditions in the Upper Mississippi and Lower Missouri valleys risk fruit buds, peaches especially, though Atlantic coast districts appear less affected.

Drawback Decision on Export Flour Regulation
Attorney General Moody issues an opinion to the Secretary of the Treasury regarding flour drawn back for export. He says drawback should be computed using relative values of flour and other products at the time and place of manufacture. When only part of the products are exported, the proportionate value should be determined without credit for domestic price increases due to export privilege.
