Rail Surplus May Go Into Dividends
The Intersta te Commerce Commission denied Chicago Burlington and Quincy permission to issue an eighty million dollar pond dividend to retire part of two hundred fifteen million nine hundred thousand dollars in bonds used to finance the purchase of 97 percent of the road by Great Northern and Northern Pacific. It granted a six hundred sixty million dollar stock dividend to capitalize part of property paid from surplus earnings, warning that refusal to capitalize could push carriers to pay surplus to stockholders rather than fund extensions and improvements. The commission found capitalization below actual investment but that increasing capitalization would still fall short of fair value for rate making.
