He notes that a financial stake by an official disqualifies judgment and outlines the three counts, urging careful evaluation of Crawford Lorenz and Machen. The judge clarifies reasonable doubt and required proof beyond it for a guilty verdict.

Bowen Affair Exposes Press Tactics In Venezuela
Secretary Taft reviews Bowen's letters and interviews revealing how Bowen pressed for publication of documents to influence public opinion on Loomis and Loomis’s conduct as Minister at Caracas. The report condemns Bowen for disloyalty and seeks dismissal, while defending Loomis’s exoneration though noting personal investment risks.
Bowen and Loomis inquiry touches Bowen at White House
Minister Herbert W. Bowen and Clarence Bowen of New York met officials at the White House over the Loomis case. Bowen said Taft’s report found no recommendation against him and that he plans to leave for Orange, N J. He asserted he would speak if imputations arise. He traveled from Caracas with little evidence and noted gathering it here would worsen a scandal.
