Leashed Dogs Backed by City Muzzle Order Debate
The opinion by Corporation Counsel Thomas supports muzzle requirements and restraining leashed dogs from running at large in public spaces. Authorities plan to add a pound wagon, build a new pound building, and enforce immediate capture of unmuzzled dogs with a 48 hour owner return window or face death. Veterinarians endorse muzzling noting hydrophobia risk and urge enforcement.
