Holland Ends Two Treasury Contentions in Riggs Bank Brief

A lengthy Riggs Bank brief argues that the Treasury cannot withhold or divert $5,000 in interest on government bonds and asserts the bank’s right to the funds. It contends the Comptroller overstepped authority, that the bank faces no valid penalties, and that the court must restrain treasury officials from further retention. It stresses present condition over historical statutes and emphasizes the bank’s entitlement to delivery of the funds.

At the Pan American Conference in Washington delegates from Argentina led by Dr. Richard C. Aldao and Dr. Samuel Hale Pearson urged a fast inexpensive arbitration system for commercial differences. A joint committee of the United States Chamber of Commerce and Buenos Aires organizations drafted a plan under dual supervision with independent arbitration lists and cross national selection.
