Police Refuse Warrant in Pond Deaths at North Capitol
Assistant Corporation Counsel Pugh declines to issue arrest warrants for the pond owner near North Capitol and Detroit Streets after two boys drowned. Health Officer Woodward says the health department only abates nuisances dangerous to health, not risks to life, leaving police responsibility to protect public safety. Maj. Sylvester urges broader regulation as police report ponds where water stands as nuisances, while health and other departments resist action without applicable law.
