Lieut Walter Vernon Brown of Boise Idaho and Sergeant Alvin R Bugbee of Queida NY were aboard a Marine Corps airplane that stalled and plunged into the Potomac River a mile from Colonial Beach Virginia. The craft, part of a squadron from Quantico, sank in shallow mud. Bugbee was injured and Brown killed. Brown was a notable athlete who played for Wisconsin and Washington State, and a member of the Quantico Marines.
The Senate sent to the House a bill amending the Federal farm loan act to raise interest on joint stock land bank bonds from 5 to 5 per cent. Debate centered on tax exempt securities with calls to tax income from such bonds. Senator Smoot proposed a tax on earnings, but withdrew after strong opposition and warnings from Senator McLean. Private Thomas J Mulligan, an expert parachute jumper at Langley field, died this afternoon when his parachute caught in a wind and pulled him toward Back river. His body was recovered within 30 minutes. surgeons could not revive him. Mulligan jumped from 3000 feet in a De Haviland plane. a second parachute failed to touch land.
