Dr A J McKelway, Southern secretary of the national child labor committee, filed and replied to Three South Carolina mill owners at Washington about the Palmer Owen Federal child labor bill. He quotes their words to show they would benefit from the legislation and recalls a mill president who said he would not employ children under 14 if it harmed his interests.
