Believer in Air Ships Big Craft Urges War Dept Acceptance

Capt Chandler of the Signal Corps accompanied Leo Stevens on the big war balloon flight and recommends War Department acceptance. Stevens, a Western inventor, says he will receive a government check and that balloons and dirigibles will become vital in warfare as the craft proves its value. The flight from near Harrisburg to Linglestown covered miles in over four hours with passengers McCoy and Chandler aboard, and Stevens predicts widespread use of airships in the military.

Commissioner Lane states a binding through rate exists for through routes and that a combination through rate is equally definitive as a joint rate.
