Rogers Would Have Sold Food Surplus War Dept Policy
Maj. Gen. Harry L. Rogers testified before a committee that the War Department bore responsibility for failing to dispose of surplus army canned goods. He said he halted his own orders after learning a pledge by Gen. Wood that sales to domestic trade would wait until after the canning season. Rogers avoided criticizing his superior, citing it would question the judgment of his commander. Frank Gerber of the National Canners Association supported the policy to avoid demoralizing the market, citing statements by Baker, McAdoo, and Baruch in support of restricting army surpluses from domestic sale.
