Judge frees boy over ungodly laugh at street court
In juvenile court Judge DeLacy dismisses Willie Chambers a 14 year old charged with disorderly conduct for an ungodly street laugh. He rhetorically questions the offense then notes no law bans laughter. He also indicates leniency toward six youths playing baseball in a back alley near a northwest Washington neighborhood noting no playground nearby and stressing the need for play to vent energy.
