Senate panel backs claims against Mexico over border damage
The Senate Foreign Relations Committee ordered a favorable report on a joint resolution directing the State Department to pursue and pay damages to American citizens harmed by Mexican insurrectionists firing across the border at Douglas and El Paso. The measure seeks a commission under the War Department to assess and collect the claims while the State Department opposes adoption. The resolution, with House support, would place collection with the government rather than individuals. Senator Fall plans a sharp critique of State Department policy. the panel’s stance marks a potential new international-law principle.
