One Man Rule Favored By District Stock Brokers
Washington stock brokers were polled on governing the District with a single executive rather than a three member board. Most backed the Roosevelt plan for a one person chief, ideally a qualified local, while a few favored keeping a board and warned against outsiders and red tape. Opinions varied on compensation, independence of subordinates, and risk of centralized power.
