Representative Kahn told the House most American fire insurers paid losses after the San Francisco fire and earthquake, draining capital, while most foreign firms aside from English sought to repudiate claims. He said Germans, Austrians and others may settle at about 30 cents on the dollar, with German courts and State Department actions aiding insureds. He noted several German firms had withdrawn from the state. A cold remedy ad and Grove's signature appears in the text.
