Water rate ruling upholds DC District rates
Justice Barnard of the District Supreme Court sustained the water rate structure in the District of Columbia. He ruled the fixing of water rates is a governmental function by law and found no proof that the rates were unreasonable. The court refused the mandamus to stop water service cuts at 1000 C street NE and noted Congress authorization for meter purchases and expenditures. An appeal is likely.
