Excise Board Reverses Growler Prohibition Order
The excise board rescinded its order barring wholesale beer sales except in original packages. The hearing drew wholesale dealers represented by Charles Carr, and opposed by A. E. Shoemaker of the Anti-Saloon League and retail dealers’ reps Harvey and Scanlon. Arguments centered on legal authority and whether sales below a pint violated law, with the board noting pint bottles may be sold short of a pint. The decision upheld that the original order overstepped wholesalers rights under law.

Enforcement of Smoke Law Hindered by Penalty Faults
District of Columbia officials report uneven enforcement of the anti smoke law on Potomac Electric Power Company and other plants. Only 17 of 154 observed plants complied fully, with 72 offenders occasionally and 16 habitual. Fines and collateral were deemed too small, inspectors scarce, and prosecutions frequent, prompting requests for two more inspectors and stronger penalties.

Observation on plant penalties prompts tougher prosecutions
The Commissioners urged stronger action against chronic lawbreakers after detailing a case where a plant spent half a day on five days weekly and faced repeated hearings. They noted the court’s practice of forfeiting $20 collateral as the minimum smoke-law fine and called for prosecutions in place of weekly submissions when appropriate.
