Brookland Doctor Blames Health Office Over Diphtheria Quarantine
Dr Theodore W Hull of Brookland accuses the district health office of dereliction in protecting school children from diphtheria. At a Brookland Citizens Association meeting he cited failures to quarantine, argued the law covers all exposed pupils, and blamed officials for delaying enforcement that could have prevented a larger outbreak. The debate centers on interpreting the quarantine provisions and the department's actions in December.
