Debate Over Message Sparks North Carolina Policy Clash

The Barhiaton Post reports a heated debate in the North Carolina legislature as lawmakers consider a second message from Governor Glenn. Amendments proposing a constitutional precedent fail as votes shift along party lines. The discussion touches on direct primaries, veto power, four year terms, quadrennial sessions, and education and industry developments amid agricultural and rail concerns.
