The House passed a 5000 dollar appropriation for cleaning sidewalks and opening gutters and a possible clearing of Pennsylvania Avenue for inauguration day. Senate action is awaited. A separate 10080 dollar vote to clear the Potomac is welcomed. Harbormaster Sutton readies twelve tugs to break ice once a thaw appears, to open a channel to bridges and allow upriver floats to pass. Local concerns include potential flood damage along L Street east of New Hampshire Avenue, needing funds pending congressional action.

Validity of New Snow Law Offenders to Appeal in Police Court
Snow law cases dominated the District Police Court yesterday as lawyers tested the new regulations. J W Morris faced a motion to quash the information arguing Congress cannot authorize the rule and thus the DC Commissioners cannot enforce it. Judge Scott overruled the motion, with a possible higher court appeal. Other cases included fines for failing to clear sidewalks and several nonappearances resulting in collateral forfeitures. Some defendants, nonresidents, had charges dismissed.
