Tax Proposal Targets Dogs and Cats in City Bill
Health official and Commissioner Macfarland back a draft bill doubling pet taxes to fund a painless execution at the pound. The plan taxes dogs and cats over one month old at varying rates, makes untagged animals liable to fines, and extends penalties to cats and potentially rats. About 1,400 strays are cited as a justification amid concerns over suffering and stray management.
