Retiring Clerks Pension Plan urged by Topeka letter

In a Topeka letter dated February 4, the writer argues Congress should authorize pensions for infirm and disabled clerks retired from federal service. Proposing a $40 monthly pension, the author asserts this would relieve the government from paying sickly salaries and allow retired clerks to live independently, while not increasing overall expenses. The piece calls for early action and discretionary bureau recommendations.
