Commissioners Disapprove Paving Florida Avenue

The Senate proposed paving a portion of Florida Avenue between P and Q streets NW, but the District Commissioners disapproved. They argue paving this street is less important than those in annual congressional estimates and should not divert funds or delay existing repairs. They note the street is unpaved yet the area is improving and say any paving should come from District revenues and federal funds in equal parts. Transfers in Police Department followed, with Albert C. Lynn to clerical work and W C Warquhar reassigned to the city bicycle unit, Russell moved from First to Fourth precinct.

Wallace urges contracting Panama Canal to curb red tape

Former Chief Engineer John F. Wallace told the Senate Interoceanic Canals Committee that building the canal by contract would end scandal and delay. He urged specifications from bidders, a single overall bid, and an executive three‑man on‑site committee with complete control by the chief engineer, plus headquarters on the isthmus. He defended high pay for the isthmus engineer and urged rate reforms to compete with Tehuantepec.
