Post Office Proposes Parcel Post Changes and Savings Plan

Postmaster General Hitchcock released his annual report urging parcel post rate reductions and an increased eleven pound weight limit. He backs consolidating third and fourth class mail to parcel post and endorses civil pensions for postal workers. The report notes a $45 million reduction in operating costs, a shift to a self sustaining postal savings system, and projected growth toward a $50 million deposit level before full self sufficiency. It also supports raising second class postage from 1 cent to 2 cents per pound and moving toward 1 cent letter postage, pending continued expansion of parcel post services and efficiency.

Postmaster General urges franking reform and pension plan

The report notes about 61 million pounds of mail moved free under congressional franks and other government bodies, costing the Post Office Department over 20 million dollars if paid at ordinary rates. Hitchcock argues for ending franking and introducing official postage stamps, with authorization for use by those entitled. He also seeks rail compensation readjustment for parcel post and proposes civil pensions for long serving postal workers, claiming efficiency gains would offset costs.
