France Opposes Armament Limits at The Hague Conference
Paris February 2 French officials regard Germany’s refusal to discuss limits on armaments at the Hague peace conference as a fatal obstacle to progress. Foreign Minister Pichon and Premier Clemenceau, guiding the program with De Martens, favor pursuing Russia questions while avoiding conflicts over armament limits to prevent discord and possible wrecking of the conference. France would support armament discussions if tangible progress appears, aligning with the United States and Britain in a division on restricting arms. Neutral for now, France seeks to avoid intrigues that could misplace any power.
