Austria-Hungary note to Vienna seeks milder terms on Ancona disaster
President Wilson drafts a second note to Austria-Hungary reiterating U S demands after the Ancona sink ing. Bar on Zwiedinek hints a less vigorous approach could yield a favorable reply with disavowal and indemnity promised for American deaths and injuries. The Austria Hungary reply maintains fault lies with the submarine commander and upholds the first note s assertions, while the United States may press for a prompt response and possible severance of diplomatic relations. The administration seeks to avoid a formal rejection and aims to keep relations open if possible.
