The Washington conference on naval tonnage limits nears a probable accord between Great Britain Japan and the United States. Japan signals conditional acceptance of a 5 5 3 ratio and asks to substitute the battleship Mutsu for the old Setsu in its retained ships list under Hughes plan. Conversation followed informal government transmission to Hughes and Balfour via Admiral Kato and continued among the big three naval powers.
