Light Wagon Safety Regulation Sparks City Debate
Proposals to require all horse drawn wagons to carry lights take effect Sunday amid protests from Chamber of Commerce and major wagon owners. Critics warn heavy drays with noise would be unfair, while officials argue lights prevent fires and protect pedestrians. The new rule mandates a white light visible 200 feet on the left, plus a rear light, with certain belated route exceptions.
