General Randall’s Luzon Report on Health and Discipline
Brig. Gen. Randall, commander in the Department of Luzon, reports to the War Department that troop health is excellent and cholera has disappeared. Health gains are linked to new posts, distilled water, and abstinence from native fruits and raw vegetables. He urges limiting Philippine service to two years to prevent neurasthenia, cites courts martial as tied to lack of amusements, and calls for an amusement hall and athletic programs at posts. He also notes issues from enlisted men hiring natives for routine mess work, suggests native scout companies be transferred to civil government, and criticizes the current policing of scouts with the constabulary.
