Charity System Bad Lace Co operative Control

The fourth annual report of the board of charities calls for central control of all public charities under the District of Columbia, ending lump sum subsidies and shifting to contract subsidies, while adding that many institutions should be privately funded. It highlights lack of coordination among agencies, praises improvements at certain institutions, and urges Congress action plus funds for new buildings and a hospital for consumptives. It notes costs of the Government Hospital for the Insane and cites selective removals from charge lists, with the report to be forwarded to Congress.
