London December 1 The Associated Press reports that Irish negotiations seem unlikely to rupture before Monday as Sinn Fein delegates, including Robert Barton, plan to travel to Dublin with further discussions over the government’s new proposals. Sinn Fein to decide Monday with de Valera and Dail Eireann cabinet. Ulster talks hinge on Sinn Fein’s acceptance and pledge of crown allegiance. Ullster will not be approached again if no agreement is reached. Lord Fitzalan visits cabinet members amid Irish problem discussions.
Chicago December 1. Action on the 172 revised shop rules issued by the United States railroad labor board will be delayed until after the year. 13 M Jewell president of the railway employes department AFL said the new rules went into effect today and 148 rules completed a new code to replace the national agreement under Federal control. Four of the 186 rules were sent back for further negotiation and ten were dropped due to a pending wage demand of 12 cents an hour to be taken up at regional conferences December 20. Jewell said he had not yet studied the rules and declined further comment.

U S officials weigh steps to detain him at Havre as a grand jury probes his transactions with the Shipping Board. French authorities may be asked to detain Morse, with Justice and Navy departments reviewing possible actions.
