Bonds and Neutrality Shape War Time Finance Outlook

New York August 12 progress toward normal conditions appeared in the domestic financial scene. Private bond trading showed slight gains while stock activity remained limited to pre-close contracts. The administration and banking interests reached a fuller understanding on general measures, with the abandonment of the French loan seen as necessary to maintain neutrality. Some belligerents may still pursue credit building, while deposits withdrawals among savings banks were small. Clearing House banks reported no large withdrawals, and grain embargo risks threaten Midwest rail cars. Conditions in foreign exchange were modestly higher, and interior banks showed stronger demand for commercial paper. A Cham ber of Commerce committee urged amending the Federal Reserve Act to permit domestic bills to be discounted up to capital and surplus, backed by prime bankers' acceptances to bolster gold reserves.
