Totten Case Opens Neglect of Duty Charged
Witnesses say gastritis caused death of H. P. Totten in a cell at the Sixth precinct station. Dr Snowden, who examined the body, found congested organs and alcohol influence. Police trial board continued inquiry, with Capt Byrnes pleading lack of men as excuse for not obeying orders. Private Hanley and others testified about cell visits and duty lapses amid staffing limits. The coroner linked Totten’s death to acute gastritis aggravated by alcoholism, while defense noted manpower shortages and routine duties.

Chancellor’s Free Hand in School Principal Selections
Intense interest surrounds the board’s August 21 meeting as it considers candidates for public school principalships. Dr Chancellor enjoys broad support and may favor those he recommends. Mrs Myers, now merged with the high schools directorship, is likely to receive a position, while Miss Westcott is expected to be reappointed at Western High. Swartzell’s status remains uncertain but uncertain old animosities are not to cloud decisions. Truant officer posts attract many applicants, including several colored women finishing college, though Dr Chancellor prefers male appointees for the role.
