Navy pay reductions limited to twenty percent holdbacks
Secretary Wilbur announced a temporary agreement with Comptroller General McCarl to limit disbursement holdbacks of naval officers’ pay to no more than 20 percent to cover government claims for alleged overpayments. The deal preserves officers’ right to appeal legal determinations, pending a test case, and applies to dependents allowances and similar pay items. The dispute traces back to Secretary Denby’s era and may prompt legal redress by affected officers.
