Warning to China Over Treaty Article 15 Observance
The Roosevelt administration instructed Minister Rockhill to warn the Chinese government that the United States will insist on full observance of article 15 of the 1858 Tientsin treaty. The article allows US citizens to import and export goods at open ports unless prohibited by Chinese law, and authorities fear interference with landing or removal of American goods. The move follows reports of a boycott and potential port interference in China.
