Mexico Border Commission Plan Accepted by De Facto Government
The United States approves a border commission plan with Mexico's de facto government. Eliseo Arredondo confirms no aim to limit discussion scope. A third American member will be named by Wilson with Lane and Brandeis on the panel. The group will discuss withdrawal of troops, a future protocol, and border security without binding actions until ratified by Wilson and Carranza. The commission may visit the border to interview authorities on both sides. Secretary Lansing and Polk prepare preliminary arrangements and timing.
