Street Openings Stopped Over Condemnation Losses
Proceedings to open several minor streets in the District are halted for now as condemnation losses exceed benefits. Courts instruct juries to award actual damages rather than balancing them with benefits. A pending alley case between Twelfth and Thirteenth Streets and G and T streets NE shows damages of 11586.38 and benefits of 4909.80. Officials cite lack of appropriation and unequal assessments for delay and call for legislative action.
