Engine men should have better control over service and emergency brake applications, and a power brake system should allow immediate emergency action after a full service brake, or after release following service. The case involved the Automatic Straight Air Brake Company seeking authorization for a new brake type, opposed by railroads and Westinghouse and New York Air Brake companies.
