Cowdon's Queer Acts Friends Say He Is Not Crazy
A Washington story describes James Seldon Cowden, a frequent Virginia gubernatorial aspirant and a socialist-leaning statistician, as a humorous yet serious figure. He clashed with authorities after shouting from a dirt pile on Tenth Street, was detained, and admitted to St Elizabeths Asylum pending a marshal's hearing. Friends express surprise at his arrest, noting his eccentric but harmless conduct and long history of pamphleteering and political schemes. Cowden previously worked in the Pension Office and the Bureau of Statistics, and he advocated radical ideas like social paper currency and extensive canal projects.
