Commission Power to Fix Rates Questioned in Proceedings
The discussion focused on whether the commission could set rates that would favor Baltimore over New York. Mr Morawetz stated the commission could not create a compulsory preference, but could prohibit a lower rate that would constitute a preference and violate the constitution. The committee adjourned until 11 o'clock after Morawetz finished.

Examiners Out of Bureau Denied Promised Restoration
Nine of ten pension examiners resigning from the board of review claim assurances were made by the commissioner that restorations would follow. Commissioner Warner sent the resignations to Secretary Hitchcock with a recommendation for acceptance, who acted promptly. The secretary and commissioner say the incident is closed, while the ex-examiners contend assurances were given that resuming service would occur soon. Warner says resignations were unconditional and acceptance means permanent separation. The row centers on pensions granted to Civil War enlistees who did not serve in government capacity. One resignation by an examiner who later supported a pension increase was withheld by Warner. Separately, Frederick and John Bloom forfeited $20 collateral after failing to answer in Police Court following an alleged street fight at Seventh and L streets. A drug-store window was broken.
