Attorney General rules Fed reserve board cannot relocate bank

Gregory held the board lacks authority to move a Federal reserve bank from its district. A transfer would require charter forfeiture or a new charter, preserving the city name and risking loss of the existing bank's charter. The ruling ends Baltimore and Pittsburgh efforts to shift banks from Richmond and Cleveland, respectively.
