Benning gambling case stumbles over legal lines and DA action
District Attorney Baker again declines to prosecute gambling at Benning race track arguing that Justice Stafford’s Walters decision limits charges. Commissioners seek new prosecutorial grounds, while citing potential liability for managers and promoters under the code. Also approved are special police appointments and a $900 yard rental plan amid canal yard closure.
