Labor for the Canal Raises Alien Law Question
The Isthmian Canal Commission and War Department consider hiring large numbers of Japanese and West Indian laborers for the Panama project. A contract plan would import 2000 Japanese workers from Hawaii, with Chinese labor also possible, pending legal opinion on the alien contract labor law and the applicability of U S immigration rules to the Canal Zone. The debate centers on whether the Canal Zone falls under U S jurisdiction under the 1903 act, with officials noting the zone’s ambiguous status and potential legal challenges before contracts are signed.
